ยกระดับคุณภาพชีวิต (กลุ่มเปราะบาง) สู่ความ “สมบูรณ์” ไม่ใช่แค่การ “บรรเทา”

กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ออก “ระเบียบการปรับสภาพแวดล้อมที่อยู่อาศัยสำหรับคนทุกช่วงวัย พ.ศ. 2567” เพื่อแก้ปัญหาเดิมที่บ้านหนึ่งหลังไม่สามารถใช้สิทธิ์ซ่อมแซมจากหลายคนได้ แม้จะมีทั้งผู้สูงอายุและคนพิการอยู่ร่วมกัน ระเบียบใหม่เปิดทางให้นำสิทธิ์มารวมกันเพื่อซ่อมบ้านให้จบในครั้งเดียว งานวิจัยพบว่าค่าใช้จ่ายซ่อมบ้านที่เสื่อมโทรมมากเฉลี่ยอยู่ที่ 78,430 บาท จึงมีข้อเสนอให้กำหนดเพดานงบประมาณ 2 ระดับ คือ ซ่อมทั่วไปไม่เกิน 60,000 บาท และซ่อมกรณีเสื่อมโทรมมากไม่เกิน 120,000 บาท พร้อมเสนอแนวคิด “บ้านแสนอยู่ดี” บ้านกะทัดรัดแบบโมดูลาร์ เคลื่อนย้ายได้ เพื่อเป็นอีกทางเลือกสำหรับกลุ่มเปราะบาง

The Ministry of Social Development and Human Security has issued the Regulation on Residential Environmental Improvement for All Age Groups, B.E. 2567 (2024) to address the previous restriction that prevented one household from using repair entitlements from multiple eligible members, even when both elderly and disabled people lived together. The new regulation allows these entitlements to be combined so that repairs can be completed in a single effort. Research found that the average cost of repairing severely deteriorated houses is 78,430 baht. Therefore, it was proposed to set two budget ceilings: up to 60,000 baht for general repairs and up to 120,000 baht for severely deteriorated houses. The concept of a “Baan Saen Yoo Dee” (Well-Living Home) a compact, modular, and relocatable housing model was also introduced as an alternative for vulnerable groups.
